A very nice puzzle marred only by the fact that the theme appeared so very recently elsewhere. However I think the treatment here was much better than in the other place.

Struggling with two clues and I think/hope the second will result in a clash. 28 across - Mean British private road in the countryside (5). I think this is a synonym for mean in the sense of miserly. 18 down - Morag's dear chap (3). I've gone through all the possibilities with the letters I have and also with the second letter changed to A but I'm not seeing anything. Nudges/heavy shoves in the right direction would be much appreciated.

28a needs a letter removed from first word, which becomes the definition. Abbreviation for British, plus an unusual word for the last 4 words.
18d. Is a double def. No change in any letters. Letter removed from 'champ'.

'Eastern' = the usual abbreviation.
Niche on vacation = two letters, a common crossword device.
The three letters of a word meaning 'heave' go inside those two letters.
